Governor Newsom, a Democrat leading America’s most populous state, announced his ‘Election Rigging Response Act’ on Thursday. The proposal would place redistricting authority temporarily with state lawmakers rather than California’s usual independent commission. Voters would decide on November 4 whether to approve the redrawn maps before the 2026 midterm elections.

The move specifically targets Texas Republicans’ efforts to create five new GOP-leaning districts, backed by former President Donald Trump and Governor Greg Abbott. Newsom framed California’s plan as a necessary countermeasure, stating ‘We have to meet fire with fire’ to prevent Republicans from gaining an unfair advantage in the closely divided U.S. House of Representatives.

The announcement comes amid a standoff in Texas where Democratic legislators fled to Illinois to deny quorum for the redistricting vote. Texas Republicans have threatened arrests and continuous special sessions to force through their map changes. Trump has called on the FBI to pressure Democrats to return, claiming Texas is ‘entitled’ to redraw boundaries.

California’s proposed redistricting could significantly alter the state’s current congressional delegation of 43 Democrats and 9 Republicans. While specific new maps haven’t been released, the changes would likely aim to offset any Republican gains in Texas by creating additional Democratic-leaning districts in California.

This escalation risks triggering a nationwide gerrymandering arms race.
