In the deadliest police raid in Rio de Janeiro’s history, at least 64 people were killed on Tuesday during a massive operation targeting the Red Command gang in the city’s favelas. The operation, involving over 2,500 security personnel, resulted in fierce clashes that included drone attacks and burning barricades, marking it as the largest such action ever conducted in the state.

The raid, codenamed Operation Containment, unfolded in the Alemão and Penha districts of northern Rio de Janeiro, areas known as strongholds of the Comando Vermelho criminal organization. Authorities launched the pre-dawn assault after a year-long investigation, aiming to curb the gang’s territorial expansion and drug trafficking activities. Residents described the scenes as resembling a war zone, with gunfire echoing for hours and thick smoke rising from barricades of incinerated vehicles.

Casualties included 60 suspected gang members and four police officers, with more than 80 arrests made during the day-long operation. Security forces confiscated over 200 kilograms of drugs and at least 42 rifles, according to official statements. The high death toll underscores the intensity of the confrontation, which saw both sides employing advanced tactics in the densely populated neighborhoods.

The Red Command retaliated aggressively, using drones to drop explosives on police positions and setting up fiery obstructions to impede security movements. This use of aerial weaponry represents an escalation in urban violence tactics by criminal groups in Brazil. Rio de Janeiro State Governor Cláudio Castro characterized the conflict as confronting “narco-terrorism” rather than ordinary crime, reflecting the authorities’ hardened stance.

Contextually, the operation occurred just days before Rio hosts the C40 World Mayors Summit, part of a pattern of heightened security measures ahead of international events in Brazil. Similar large-scale police actions have preceded other major gatherings, including the upcoming COP30 climate conference in Belém. The timing raises questions about the balance between public safety and the use of force in marginalized communities.

International reactions have been sharply critical, with the United Nations Human Rights Office expressing horror at the violence and calling for prompt investigations into possible human rights violations. Local advocacy groups highlighted the disproportionate impact on favela residents, many of whom were trapped indoors during the crossfire. The Fogo Cruzado Institute, which monitors gun violence in Brazil, noted that police operations accounted for more than half of firearms injuries recorded in recent months.

This raid surpasses the scale of previous operations, including a 2021 raid in the Jacarezinho favela that killed 25 people and led to Supreme Court restrictions on police actions. The event signals ongoing challenges in combating organized crime while addressing concerns over excessive force. As investigations proceed, the incident is likely to fuel debates about security policies and social inequality in Brazil’s urban centers.
